History

Born in Glasgow, Finlay immigrated to North America in the 1760s. He was appointed deputy postmaster-general of British North America in 1774, a position he occupied until 1799. During this time, he was responsible for much of the expansion of Canada's postal system. He died on December 26, 1801.
